The goals, objectives and <br /> implementing actions under these themes address mass transit and alternative travel <br /> modes, travel demand management and roadway connectivity and safety. In our <br /> community there are few options other than driving to "town" to get services. <br /> As noted in our PCDP 1 .2, "Because subdivision lots were sold in their undeveloped <br /> state rather than with dwellings, development has occurred in an uneven, "leap-frog" <br /> pattern, which makes it even more difficult to develop infrastructure and provide <br /> services to the population. Residents often must make long trips to employment, <br /> schools, shopping and other destinations to meet daily needs." <br /> (1) The PCDP sites reasons how issuance of this permit will benefit our under <br /> served community. <br /> (2) The PCDP theme of Growth Management addresses how the future pattern of <br /> human settlement and land use should be shaped to respect that context and <br /> support the desired quality of life for Puna's residents. The goals, objectives and <br /> implementing actions under this theme address the land use pattern, agricultural <br /> and economic development; public services, social services and housing; parks <br /> and recreation and renewable energy and energy efficiency. <br /> (3) During the PCDP process little input was given by the Hawaiian Acres <br /> community relating to village centers in the subdivision. For this reason delivery <br /> of services within this large area were not specifically addressed. Mountain View <br /> and Kurtistown have been identified as village centers. These two areas provide <br /> few, if any, commercial office spaces for business such as an MAE. Hawaiian <br /> Acres community has no plan to create a business center, nor has the <br /> community supported this. <br /> PCDP 3.1 .3, f, Action states-"Require County agencies to establish Level of <br /> Service standards for County infrastructure and services and report periodically <br /> on the degree to which these standards are being met in Puna and proposed <br /> steps towards meeting those standards, if they are not being achieved." <br />
