County of Hawaii <br /> Department of Planning <br /> Parcel 3-1-6-045-007-0000 <br /> Applicants Roy and Stephanie Bath <br /> 3C State/ County plans affecting the subject requested <br /> Hawai'i County General Plan <br /> County Zoning Codes of the General plan deal with existing conditions and shorter <br /> range needs.Existing conditions and lacking level of services available in Hawaiian <br /> Acres and adjacent communities are evident. <br /> Hawai'i County General Plan <br /> 14.3.5 Courses ofAction(e) states, "Allow the establishment of small neighborhood <br /> commercial areas within existing nonconforming, residential-agricultural (rural) <br /> subdivisions." <br /> 14.2.3(u) Policies,"Encourage other compatible economic uses that compliment existing <br /> agricultural and pastoral activities." The use we are applying for is a harmonious and <br /> agreeable use coupled with the agricultural activities. Clients have the opportunity to <br /> see how Ag lands can be used without flat dozing and changing the natural terrain <br /> dramatically. Ag products such as organic vegetable and plants will be available on the <br /> parcel for sale to clients. <br /> 14.3 refers to how commercial development is influenced by the number of both <br /> resident and transient populations and their income, mobility, and lifestyles. It is also <br /> affected by the availability and costs of transportation. <br /> Lacking services will be introduced supporting community lifestyle wants. The MAE will <br /> be low profile. This compliments community wants to preserve the character of <br /> neighborhoods as rural/Ag. The proposed use will provide opportunity for employment. <br /> Lack of viable mass transportation to Puna district subdivisions presents a real <br /> challenge. It is hopeful the future will bring delivery of mass transit to these areas. With <br /> the resources at hand the County has been unable to provide for transportation needs <br /> to our community. Issuance of the permit to this location will assist in the implementation <br /> of: <br /> 14.3.2 Goals <br /> (a) Provide for commercial developments for maximum convenience to users. <br /> (b) Provide commercial developments that complement the overall pattern of <br /> transportation and land usage within the island's regions, communities.... and <br /> 14.3.3(c) Distribution of commercial areas shall meet the demands of neighborhood, <br /> community ...... <br />
