These residents need services within their community. Petitioner <br /> can collaborate with referring physicians to support patients with health care services <br /> within her own communities. This low profile land use is suitable when paired with the <br /> circumstances and trends presenting themselves in Hawaiian Acres and adjoining <br /> subdivisions. Emphasis is placed on the fact that agricultural use of the parcel will not <br /> be impacted. <br /> 4F Proposed use impact on the essential character of the land and present use <br /> None.All to frequently, malahinis arrive to our community bringing in a dozer and flattening the <br /> parcel and native ohia. Water drains onto roadways and parcels at a lower elevation. <br /> Post Hurricane Lane (and after moderate/heavy rainfall) this has been all to apparent. County's' <br /> laws against this have little or no monitoring, or enforcement of violations. Our goal and plan <br /> has been to continue working with the natural terrain. The proposed use will enhance the <br /> character of the land and its present use. It has and will continue to model to our community <br /> how a parcel can be developed and used for multipurpose while still preserving its Ag /rural <br /> character and spirit. It will educate. <br /> 4G Proposed use and its alignment with County and State plans including the <br /> PCDP <br /> The petitioners have sited references from Hawai'i County General plan, Puna <br /> Community Development Plan and is in alignment with elements of Hawaii 2050 <br /> sustainability plan. Each document has elements that positively support the granting of <br /> our request. Hawai'i County continues to feel the stress of various disasters. The most <br /> recent stress is COVID-19. As people are counseled to avoid crowds, I reflect on how <br /> the timing of this MAE within our community is providing a level of service (PCDP <br /> 3.1.3.,f) to a small population. Availability of this health care location is an ideal place <br /> away from multi therapist clinics, where there are higher levels of contagions. This <br /> element of the MAE reinforces enhanced principles of health and safety for our <br /> community during the pandemic and generally.The proposed MAE will be using the <br /> naturally occurring trades to provide a cleansing breeze to ventilate the treatment area. <br /> 4H Proposed use alignment with objectives sought by land use law and regulations, etc <br /> There is no anticipated negative impact of the requested use on the parcel land use. <br /> The goal of using the parcel for agricultural use, including native plant propagation and <br /> preservation is consistent for our ag district. Allowance of this special use will support <br /> the promotion of community health, safety and self reliance. <br />
