County of Hawaii <br /> Department of Planning <br /> Parcel 3-1-6-045-007-0000 <br /> Applicants Roy and Stephanie Bath <br /> 4A Promotion of Chapter 205 HRS/ Chapter 205A coastal management <br /> The granting of this request is not contrary to Chapter205/205A and will not impact <br /> coastal zone management, public access, scenic or open space resources, coastal view <br /> planes or coastal ecosystems. <br /> 4113 Adverse effect on surroundina property owners -None. <br /> 4C. Undo burden on public agencies <br /> None. The goals of our PCDP encourage communities to be self sustaining. Issuance of <br /> this special permit will assist in decreasing travel to Hilo, hours spent on travel time and <br /> use of excessive fossil fuels on public roadways by Puna residents tapping into the <br /> proposed services. Issuance of this permit has the potential of easing the burden on <br /> County/State roadways, as folks will be traveling shorter distances. Collaborating with <br /> small business in the delivery of this health care service will assist the County in <br /> meeting PCDP 3.1 .3,f. <br /> 4D Unusual conditions, trends and needs etc. <br /> Level of services available to Puna is sorely lacking. This small business will assist in <br /> meeting goals and objectives of the PCDP and other sited plans. We experienced the <br /> 2018 Kilauea eruption.Some effected, relocated to other areas in Puna. This shift has <br /> added to traffic Hilo bound on Highway 11 and 130. It has also increase the need for <br /> services in upper Puna. Issuance of this permit will assist in delivering a level of health <br /> care service lacking before the eruption and that of our steadily increasing population. <br /> Having these services within our community makes sense. <br />
