C) Encourage innovative opportunities to provide affordable <br /> housing and live/work opportunities; and <br /> D) Improve pedestrian-friendliness of the streetscape. <br /> While situated at an intersection which means high traffic activity <br /> and thus normally conducive for a transit stop, the actual location of <br /> the subject site itself, however, does render itself as a safe place <br /> for congregated traffic movements. That is one of the reasons the <br /> applicant is proposing an additional outbound access only road. <br /> Nonetheless, the 15-lot subdivision is proximate to commercial <br /> activities in this area. It will make market-priced house lots <br /> available in an area where there are residential subdivisions as <br /> well. While it will not necessarily be an "affordable housing project", <br /> it will comply with the County's Affordable Housing Policy. <br /> In addition to being consistent with the land Use Map, the project <br /> wiW <br /> ■ address appropriate archaeological protocols through the <br /> preparation and implementation of an Archaeological <br /> Monitoring Plan; <br /> • provide direct and indirect (through the County's Affordable <br /> Housing Code) housing opportunities; <br /> • provide needed infrastructure to service its project and <br /> through the fair share assessment, address regional <br /> infrastructural impacts of the project; and <br /> • provide much needed employment opportunities, particularly <br /> during the construction phase of this protect. <br /> D. County Zoning <br /> The County zoning of the requested area is Agriculture (A-5a). If <br /> the Single-family Residential (RS-90) request were approved, all <br /> related land use and development codes such as Subdivision <br /> approval, fire, drainage improvements and the like would be <br /> complied with by the applicant. <br /> E. Other Permitting Considerations <br /> The site is not located within the County Special Management Area <br /> (SM^). Na such, no SMA Usc Permit wvuid be rcquircd. <br /> However, as noted earlier, other construction-related permits would <br /> still be required. These would be of the "ministerial" variety, such <br /> as Subdivision Approval, grading permit, NPDES, UIC, and the like. <br /> 4 <br />
