V. ENVIRONMENTAL CONSIDERATIONS <br /> A. General Description <br /> The 6.875 acre parcel is somewhat triangular in shape. The site is <br /> wide fronting the Hawai'i Belt Highway (Highway 11), tapering as it <br /> extends east or mauka. The site has an agricultural shed <br /> consisting of 36 square feet and has been used intermittently for <br /> cattle grazing. There is a vacant property south of the site, with <br /> residential developments to the north and east. <br /> B. Climate, Soil and Topography <br /> Being on the leeward side of the island and located southwest of <br /> Hualalai volcano, the project site is generally sunny in the mornings <br /> with occasional afternoon clouds. The rainy season is usually <br /> during the summer, with wetter periods from November to January. <br /> The average annual rainfall is approximately 34 inches, with pan <br /> evaporation estimated at 55 inches per year. The mean annual <br /> temperature is approximately 75 degrees. <br /> Because the site is situated on the leeward side of the island, winds <br /> tend to be light and variable. Slight easterly winds occur during the <br /> day, while westerly or mountain winds are prevalent during the <br /> evenings. <br /> The property's elevation ranges approximately 1 ,320 to 1,412 feet <br /> above mean sea level. There is a less than 10% slope towards the <br /> makai end of the property. <br /> According to this author's interpretation of the Land Study Bureau <br /> Overall Master ProductivitV Rating map, this site is classified "E- <br /> 268" or Very Poor. It is of the A'a clinker soil series. This series is <br /> characterized by properties with little or no soil material and light <br /> brown to nearly black A 'a. it is excessively well-drained and <br /> unsuited for machine tillability. <br /> Likewise, the soil classification found in the US Department of <br /> Agriculture - Natural Resources Conservation Service (formerly Soil <br /> Conservation Service) Soil Survey Report is of the Punalu'u series <br /> (rPYn) ThP Punalu'u series consists of well-drained thin organic <br /> soils over pahoehoe lava bedrock. Permeability is rapid, runoff is <br /> stow, and the erosion hazard slight. This type of soil was typically <br /> used for cattle grazing. <br /> 5 <br />
