H. Water and Coastal Resources <br /> The subject site is located over a mile from the coastline. As such, <br /> coastal impacts resulting from discharge of drainage systems from <br /> the site should not be significant. Being a non-coastal property, no <br /> coastal access will be affected. <br /> As there is no sewer line in this area, individual wastewater system <br /> meeting with the approval and requirements of the State <br /> Department of Health — more than likely septic —will be installed by <br /> the respective lot owners. Thus, this should further reduce <br /> potential adverse groundwater or nearshore water impacts resulting <br /> from this project. <br /> Further as noted earlier, prior to the installation or use of any <br /> drywells on the site to address on-site drainage concerns, the <br /> appropriate UIC permit from the State will be taken. At that time, <br /> impacts to water and coastal resources will be carefully examined. <br /> I. Noise, Air Quality, and Dust <br /> The existing background ambient noise level in this area is wind, <br /> foliage, birds, and the like. However, the significant manmade <br /> noise is influenced by the traffic associated along the Mamalahoa <br /> Highway. The traffic noise level, during the AM peak, could <br /> approach 55 Ldn. <br /> To mitigate this noise to the project, the applicant may provide <br /> appropriate landscaping —without compromising sight distance- <br /> along that portion of the proposed lots adjacent to the Highway, <br /> There will also be short-term noise impacts during the construction <br /> phase. To mitigate this impact, the development of this project — <br /> particularly the site work - will be limited to daylight hours and on <br /> weekdays. Contractors will also be required to comply with <br /> established State Department of Health guidelines and standards <br /> relating to noise and emission controls. <br /> The proposed development should not generate any direct air <br /> quality impacts. As the project itself is not expected to have uses <br /> that C)Pnerate ndvamra air pollutants, the only discernihle air quality <br /> impact would be associated with vehicular traffic to and from the <br /> site. While the added traffic will have an impact to the ambient air <br /> quality, the impact should not be significant. This is due in part to <br /> the higher EPA standards for vehicular air emissions and the <br /> prevailing tradewinds. <br />
