3. Hours of Operation: According to the application, all quarry-related access and activity <br /> to the permit area will be confined to the hours from 6:00 a.m. to 6:00 p.m., daily as <br /> specified by the State license. The Applicant's typical quarry operations are Monday thru <br /> Friday from 7:00 a.m. to 3:30 p.m. <br /> 4. Employees: During peak operation, there will be a maximum of ten (10) employees <br /> within the permit area at any given time. <br /> 5. Traffic: According to the application, excavated, raw rock material will either be <br /> temporarily stockpiled within the permit area or immediately removed to the applicant's <br /> base yard facilities located along nearby Railroad Avenue via Ho`olaulima Road for <br /> crushing and processing into finish products. The applicant anticipates about 4 to 5 rock- <br /> hauling trucks, or 8 to 10 tractor trailers will be making about three (3)trips per hour <br /> between the proposed quarry and applicant's baseyard and processing facilities. <br /> 6. Restricted activities: No crushing, finish processing or sales activities will occur within <br /> the permit area. All such activities will occur at the applicant's nearby base yard <br /> operations where rock crushing and other aggregate processing will occur. <br /> 7. Landowner: The State of Hawaii owns the 2,407-acre parcel. The State Board of Land <br /> and Natural Resources (BLNR) granted a twenty (20)-year license to the applicant in <br /> October 2021 to enter and quarry, stockpile, and remove rock and waste deposits for <br /> commercial use on the 37.882-acre permit area. (See Exhibit A - Land license No. S-359 <br /> of the application). <br /> 8. Supportive Information: The applicant has submitted the attached in support of the <br /> request: (Planning Department Exhibit 1 — Special Permit Application dated <br /> February 23, 2022). <br /> BACKGROUND INFORMATION <br /> 9. Chapter 343, HRS: As the proposed quarry use is situated on land owned by the State <br /> of Hawai`i, the applicant prepared an Environmental Assessment for the project. By <br /> letter dated January 21, 2020, the State Department of Land and Natural Resources <br /> approved a Final Environmental Assessment(FEA) and issued a Finding of No <br /> Significant Impact(FONSI)related to the sale of a license at public auction affecting the <br /> 2 <br />
