Special Permit Authority: State Land Use law (HRS 205-6)requires an applicant to <br /> secure a Special Permit from either the County Planning Commission or State Land Use <br /> Commission (LUC) in order to use land in the Agricultural or Rural districts for uses <br /> that are not permitted outright and that are considered unusual and reasonable. The <br /> County Planning Commissions issue Special Permits to establish land uses on land <br /> under 15 acres. For Special Permits covering 15 or more acres of land,permits that are <br /> approved by the County Planning Commission are forwarded to the State Land Use <br /> Commission for final approval or denial. <br /> DESCRIPTION OF STATE & COUNTY PLANS <br /> 11. Subject Property: The subject, 2,407-acre property is located a little more than one (1) <br /> mile east of Kanoelehua Avenue and a little more than one (1) mile south of the Hilo <br /> International Airport. The property currently includes an existing, 14.99-acre quarry site <br /> permitted via Special Permit No. 10-110 (see Exhibit C of the application) issued to the <br /> applicant, however, this quarry has largely exhausted its supply or rock material <br /> necessitating the new Special Permit request.
