So you may go back and I guess we€ll go into our <br />discussion now. Do any of the Commissioners have anything to put forth at the moment for our <br />discussion? I guess we could wait for motion but I think we have a number of issues in there so <br />maybe it€s good to just discuss a little bit first. Commissioner Springer? <br />SPRINGER:If Commissioner Iwashita may ask his question of me now? <br />GRAHAM:Yes, I believe the question was you wanted clarification of what <br />Commissioner Springer meant when she made her last question to the applicant regarding <br />ethnographic? <br />IWASHITA:Yeah and explain it to me like I was a 6 year old. <br />SPRINGER:Okay. <br />GRAHAM:All right thank you. Commissioner Springer? <br />SPRINGER:We have before us an archaeological report which discusses in very <br />clinical fashion the physical remains that are on the subject property. An ethnographic report <br />would draw upon archival including written and cartographic materials and then also include <br />interviews with local informants, kamaaina of the region in which the subject property is <br />situated. In general in order to have an understanding of the cultural context in which a site <br />occurs the archaeology may not be sufficient to provide that context and when I look at our rules <br />regarding the SMA there€s a discussion about identifying the scope of valued cultural, historical <br />or natural resources in the petitioned area including the extent to which traditional and custom <br />native Hawaiian rights are exercised in the petitioned area and there€s not a discussion of that but <br />that I was able to find. My interest is in particular peaked because of the presence of the <br />Keolanahihi and Keakealaniwahine complexes in very close proximity to this subject property. <br />And but for recent innovations and developments including Alii Drive I have reason to believe <br />that this site may have at one time been contiguous with those complexes but I have no <br />discussion of that before me. Also the presence of the Judd Trail peaks my interest because <br />althoughwecallittheJuddTrailduringthelatteryearsofthereignofKamehamehatheIII, <br />Judd was commissioned to go and build a highway from the West side to the East side. And that <br />hechosethislocationtoconductthisworkpeaksmyinterest.Andagainthere€snodiscussionof <br />it except for the physical remains of it in this brief area where it traverses the subject property. <br />Andtherecertainlyisa,aninterestingproposalforarchaeologicalpreservationthatissubmitted <br />as part of the application. I just don€t find the discussion as deep as it might be with regard to <br />EXHIBIT <br />14 <br /> <br />
