I will note however that signalization of the Malulani Drive and Route 11 intersection the <br />lane for drivers turning right from Malulani Drive onto Route 11, which is shared with <br />northbound drivers on Route 11 seeking to turn right onto Henry Street, remains a dangerous <br />situation that signalization won‰t solve. So although signalization will help make a bit safer <br />drivers wanting to make a left turn into Malulani Drive from Route 11 it won€t help those, that <br />other situation. We therefore recommend that the applicant be required to provide additional <br />access to the property because there€s only one road Malulani Drive that would access the <br />subdivision. If that road happens to be blocked by a brush fire by accident or something else <br />emergency vehicles couldn€t enter and residents couldn€t leave. So, we need additional access to <br />the property and to facilitate eventual connection to future subdivisions in the area in order to <br />improve traffic flow. In that regard the applicant€s proposal to reserve a right-of-way for a <br />crossover to Malulani Gardens is admirable, but Malulani Gardens is a gated community. We <br />doubt whether access will be permitted. We also urge that you require the main road through the <br />subdivision be built to dedicable standards, with no more than an 8% grade. When it€s too steep <br />and I live on Hina Lani Street, it€s too steep. And Hina Lani Street was originally just a dead end <br />street from Mamalahoa Highway. Now it€s a nice through street with about a 17 or 18% grade at <br />the top. What could happen here? I don€t think we want the same thing to happen. There are a <br />number of connectivity and access issues that could be addressed on a concurrent basis. And we <br />outlined in our testimony and you€ll be getting copies of that that there are four north-south <br />corridors that are emerging. I€ll name them but I won€t go into them; Kawena/Welo Street, <br />Kakalina Street, Melelina Street and the Hienaloli Road/Kealakaa Corridor. That one however <br />has 1.7 million dollars that has been allocated by Public Works for study, and we are investing as <br />a County 5.3 million dollars in the intersection at Palani Road and Kealaka‰a. So in view of <br />those issues we recommend that the developer be required to build County standard collector <br />roads from the Kona Coffee Estates Development to connect to the corridors of Kawena/Welo, <br />Kakalina and Melelina. That he be required to build a County standard arterial through the <br />development along the Hienaloli Road corridor and that building permits not be issued until <br />another access is provided specifically the Hienaloli Road is completed between Palani Road and <br />Nani Kailua Drive. Finally, we urge that sidewalks be required in the development in order to <br />encourage pedestrian use and facilitate their walking rather than driving to nearby stores <br />including Longs and stores in the Crossroads Shopping Center. I was able to find out a lot of information. I don€t think <br />it€s as bad as it was when I came provided things are done. I live on a really prolific Hawaiian <br />site.
