It is also important to remember that the proposed land use Î the entire placement of their new, <br />expanded campus, in fact, is by their own selection, and by agreement with Parker Ranch Trust. <br />Under the terms of Richard SmartÓs estate, a tract of land was provided for Parker SchoolÓs <br />permanent campus near to the Parker Ranch offices and rodeo grounds. The development of a <br />campus on that property, though larger and unencumbered, was Î a <br />a subsequent meeting of residents Î too cost-prohibitive, and the decision to instead develop the <br />KapiÒolani Road pasture-property was formulated and eventually approved. The entire Î excuse <br />me Î the entire, final KapiÒolani Road campus design is evidentlto be presented in a <br />series of amended applications. <br /> <br />This voluntary change from a larger, unencumbered, open piece of property to a smaller piece, <br />situated in an established, homestead neighborhood on a quiet residential road, should obligate <br />them to certain legally binding covenants and conditions prior to any and all permit approvals. <br />The impact this development will make to the residents and roads cannot be overstated, both in <br />terms of traffic safety and quality of life, and very possibly in decreased land values. Imposing <br />their offered cap of 300 students still represents a significant amount of daily traffic as students, <br />administration, faculty, and staff, even delivery vans, make their daily way to and from campus. <br />Despite this life-changing proposition, we, and every owner/resident weÓve ever heard from, still <br />support Parker SchoolÓs proposal to build Î but we ask for consideration. Out of respect for <br />Parker SchoolÓs wish to provide their student body with a gym, we, as a neighborhood voice, <br />have dropped objections Î thank you Î to its inclusion in the planned campus proposal. <br />However, out of respect and consideration for the neighborhood, its use should be confined and <br />limited to Parker School events only, and the hours of use limited by reasonable, neighborly <br />curfew. <br /> <br />It has been suggested by Mr. -. <br /> <br />HOUSEL: Could you please summarize, please? <br /> <br />MISSIEN: Yes. LetÓs see. IÓm not sure how to, to be honest. LetÓs see. There is no <br />question that the town and its population have grown, and that the need for public space is as <br />important to us here as it is anywhere. Had the campus been situated in a less impact-ful <br />location, such a mutually beneficial, meaning if they rent it out, would be reasonable. But it is <br />not. The exacerbating traffic conditions of Lindsey and Kawaihae Roads have made moving the <br />problem down to KapiÒolani seem like one solution. As a demonstration of partnership and <br />compromise, and a commitment to neighborhood preservation, Parker School campus facility <br />use should be solely limited and dedicated to their own student body activities. And we do fully <br />support them having a gym. The implication that we are against that is inaccurate. <br /> <br />HOUSEL: Thank you very much for your testimony. <br /> <br />WARNER: Thank you. And I just want to reiterate that our support is for <br />the inclusion of this agreement as a package, as a supplement, and not as a menu that things <br />could be selected from.
