designated for sale at market rates to mitigate potential regional impacts of the <br /> development. <br /> There are no severe geological or topographical problems which cannot be <br /> properly rectified, or which would render the land unusable. The overall slope of the <br /> project site ranges between 8 percent to over 13 percent, with the steepest portions <br /> adjacent to the Hawaii Belt Road and Lehua Street and an adjoining dry ditch located to <br /> the west. The property is situated approximately 1.8 miles from the nearest shoreline and <br /> thus not situated within the tsunami inundation area or evacuation area. <br /> According to the Flood Insurance Rate Map (FIRM)prepared by the Federal <br /> Emergency Management Agency (FEMA), The majority of the project site is situated <br /> within flood Zone"X,"which is determined by FEMA to be an area of minimal flood <br /> hazard. However, the western boundary of the Lehua Village 2 is defined by a shallow <br /> drainage-way identified as "Honoka`a Drainage-way No. 2" which is also designated as a <br /> FEMA floodway subject to 100-year(AH) frequency floods with depths of 1 to 3 feet <br /> (usually areas of ponding). According to the applicant, however,none of the subdivision <br /> infrastructure will be built within the AH area mentioned above. If an individual lot <br /> owner chooses to build in the AH designated area,they will be required to build as <br /> required by Chapter 27, Flood Control, of the Hawaii County Code. <br /> According to the Department of Public Works—Engineering Division, all <br /> development generated runoff shall be disposed of onsite and not be directed toward any <br /> adjacent properties. A drainage study shall be prepared by a licensed civil engineer and <br /> submitted to the Department of Public Works prior to the issuance of a construction <br /> permit. Any recommended drainage improvements, if required, shall be constructed <br /> meeting with the approval of the Department of Public Works prior to the construction of <br /> any proposed structures on the property. The applicant will also be required to comply <br /> with the County Flood Code. The preceding will be added as conditions of approval. <br /> The subject request is not contrary to Chapter 205A,Hawaii Revised <br /> Statues, relating to Coastal Zone Management. The property is not located in the <br /> Special Management Area. The subject property is located more than three miles from <br /> the shoreline approximately 1.8 miles from the nearest shoreline and will not be impacted <br /> -7- <br />
