RHO: Commissioner Siracusa. <br />SIRACUSA: Just for the record, Jeff, when you were going through the three items <br />before us, when you got to No. 2, you referred to it as 2a; so you referred both of them as 2a. <br />DARROW: I’m sorry. Thank you. <br />SIRACUSA: So it was just a slip of the tongue. But I just wanted to get it, so that it’s <br />corrected in the minutes and the transcript. <br />DARROW: Thank you. <br />RHO: Other questions from the Commissioners? Okay, so can I call up Mike <br />Isaacs and Gail Byrne? Both of you, I think, have been here before; so you know the procedure. <br />First, let me swear you in. Do you both – can you raise your right hand – do you both swear or <br />affirm to tell the truth now before the Planning Commission? <br />BYRNE: Yes. <br />ISAACS: I do. <br />RHO: Okay. I’m not sure which one of you is going to go first. But whoever is <br />going to go first, if you can start with your name and address -. <br />BYRNE: Sure. <br />RHO: And you can proceed. <br />BYRNE: My name is Gail Byrne. I live at 68-3551 Awamoa Place, Waikoloa. I <br />guess I’m a little confused by the agenda. We couldn’t stay for the rest of the last meeting. I <br />thought the only thing that was on the agenda was the SMA revocation, but it looks like the <br />rezoning is still on the agenda. So the testimony that we submitted today is based on the <br />understanding that the only thing before the Commission was the revocation of the SMA. I <br />guess if we need to, we’ll amend it to be aligned with all of our previous testimony at the three <br />previous Planning Commission meetings, that we are in support of the Planning Director’s <br />initiative to downzone the land as well. So I just preface that if need be. <br />And the written testimony that was just submitted is on behalf of six North Kohala nonprofits <br />and organizations that represent about 400 families. And before I jump into that, I just wanted to <br />say that, on a personal note, including today I’ve testified before public bodies in total of seven <br />times; and four of those have been on this issue before this body. And it’s because I feel so <br />personally, professionally strong about this particular issue. And based on my work as a civil <br />engineer for eight years on land use issues and water quality issues, I just don’t think the land <br />can carry what it’s been zoned for.
