Okay, so we are moving on now to item 3 and 4, the applicant, Amy <br /> Hagen-Cowell Trustoh, sorry, not close enough—okay, agenda item number 3, Applicant <br /> Amy Hagen-Cowell Trust, application for a State Land Use Boundary Amendment from <br /> Agricultural to Urban for 6.875 acres of land. The subject property is located on the east, mauka, <br /> side of the Hawaii Belt Road, Highway 11, at the intersection of Alii Drive and Napb'opo`o <br /> Road, Ka`awaloa, Mauka, South Kona, Hawaii, TMK: (3) 8-1-008:004. <br /> So, we are going to—is there any public testimony for—Mike Matsukawa? Is he here? Is there <br /> anybody from Hilo? <br /> KEKAL They are going to do the presentation first. <br /> DEFRANCO: Oh, okay, so we don't do the public testimony first. So we are going to have, <br /> great, okay, so we have a staff presentation by Jessica Andrews. <br /> ANDREWS: Thank you. So this is the application for Amy Hagen-Cowell Trust. It's a State <br /> Land Use Boundary Amendment application and a Change of Zone application. <br /> The location map shows the subject property in red, it's a small red dot there,just mauka of <br /> Mamalahoa Highway near Kealakekua Bay and south of Kailua-Kona town. <br /> The applicant is requesting a State Land Use Boundary Amendment from Agricultural to Urban <br /> for 6.875 acres of land and a Change of Zone from Aricultural-1 Acre, A-la, to Single-Family <br /> Residential 10,000 square feet, or RS-10, zoning for 6.875 acres of land. <br /> The applicant proposes to subdivide the parcel into 15 lots, consisting of a minimum of <br /> 14,000-square foot each. <br /> The applicant is also proposing to construct a new County-dedicable standard road to service the <br /> proposed subdivision from Hawaii Belt Road, or Mamalahoa Highway, to the north, mauka, of <br /> the intersection with Alii Drive. Additionally, the applicant proposes to construct a 12-foot- <br /> wide paved outbound access road within a 20-foot-wide easement to access Hawaii Belt Road <br /> from the southern end of the subject property. <br /> Accordingsorry, that's blocked there but, according to the applicant, the proposed Change of <br /> Zone and subdivision is intended to help address the market housing needs of the community. <br /> While this is not an affordable housing project, the applicant will be required to comply with the <br /> County's housing code related to affordable housing. <br /> According to the applicant, a subdivision application would be filed immediately after the <br /> granting of the Change of Zone and State Land Use Boundary Amendment requests. The <br /> applicant anticipates having the property subdivided by the beginning of 2023, and the estimated <br /> cost of the project to be around 2 million dollars. <br /> This is the County Zoning Map showing the subject property outlined in red right there in the <br /> middle of the screen.
