3. STATE/COUNTY PLANS AFFECTING THE SUBJECT REQUEST: STATE LAND USE <br /> BOUNDARY DESIGNATION,ZONING, SPECIAL MANAGEMENT AREA AND <br /> COMMUNITY DEVELOPMENT PLANS. <br /> State Land Use Boundary Designation. The subject property is designated Agricultural by the State's <br /> Land Use Boundary map. Telecommunication towers are a permitted use by the State's Land Use <br /> Ordinance. <br /> General Plan Designation. The subject property is designated intensive agriculture in the County's <br /> General Plan. <br /> County Zoning Code. The subject property is situated in the County's Agricultural 20-acre (A-20A) <br /> zoned district The Zoning Code does allow Telecommunications as a permitted use if a Use Permit is <br /> obtained for such use. <br /> Community General Plan. The subject property is not governed by a Community Development Plan <br /> Plan(CDP). <br /> Surrounding Zoning. The surrounding lands are Agricultural and Conservation zoned districts. <br /> Special Management Area(SMA). The subject parcel is outside of the County's Special <br /> Management Area. <br /> Archaeological Resources. <br /> A Cultural Resources Review and Field Visit by ACE Environmental was performed. Their report dated <br /> February 5, 2022 is included with this Application. The report concluded that: <br /> "The archival research and literature search indicate that there are no historic properties located within the <br /> 0.5 mile radius APE of the current project area. The archaeological field inspection conducted by SCS <br /> confirmed there will be no direct impact to any archaeological sites and that there will be no added <br /> indirect visual impacts from the construction of the proposed cellular tower." <br /> Ace Environmental has sent a consultation letter to SHPO. A response letter dated April 4, 2022, <br /> indicates that"SHPO concurs with the project no effect determination of no historic properties affected." <br /> The letter is attached as pages 31 and 32. <br /> 4. SURROUNDING ZONING AND LAND USES. <br /> Only a small portion of this property will be used for this proposed Facility. The property to the north <br /> and across the street from Kaumana Drive is residential. To the west, east and south is unimproved land <br /> zoned Agriculture and Conservation. <br /> The Windward Planning Commissioners have been concerned with tower fall radius in the past. The <br /> proposed monopole placement was mindful of the Commissioners' concerns and situated the Facility <br /> away from any existing structures. <br /> 61 Page <br />
