(Planning Department Exhibit 2—Change of Zone Application dated <br /> February 7,2022). <br /> STATE AND COUNTY PLANS <br /> 6. State Land Use Designation: Agricultural. <br /> 7. General Plan LUPAG Map Designation: In April 2022, the Planning Director <br /> determined that the General Plan designation for this property is Low Density Urban <br /> LUPAG designation, which allows, "residential, with ancillary community and public <br /> uses, and neighborhood and convenience-type commercial uses; overall residential <br /> density may be up to six units per acre." (P.D. Exhibit 3-Letter dated April 29,2022 <br /> from Planning Director). <br /> 8. County Zoning: Agricultural-20 acres (A-20a). <br /> 9. Hamakua Community Development Plan (CDP): The Hamakua CDP was adopted by <br /> the Hawaii County Council, Ordinance No. 18 78, on August 22, 2018,indicates that the <br /> subject property is within the Urban Growth Boundary. <br /> 10. SMA: The Special Management Area(SMA) is a part of the Coastal Zone Management <br /> Program and regulated by the County. The project site is located over 775 feet from the <br /> shoreline and is not situated within the SMA. <br /> DESCRIPTION OF PROPERTY AND SURROUNDING AREAS <br /> 11. Subject Property: The 15.411-acre project site is comprised of two separate lots, a <br /> 13.944-acre parcel and adjoining 1.467-acre road lot. The property is irregular in shape <br /> and located makai of Old Mamalahoa Highway. The site is situated at an elevation of 315 <br /> feet above sea level, and the land gently rises at a 11-24% slope from the eastern side to <br /> -2- <br />
