According to the applicant, the site has <br /> already been disturbed due to its past cultivation in sugarcane and its continuing use for <br /> agricultural purposes and no archeological or historical features are known to exist on the <br /> subject property. The State of Hawaii Department of Land and Natural Resources- <br /> Historic Preservation Division concurred that no historic properties would be affected by <br /> the proposed rezone in a letter dated June 7, 2022. <br /> 18. Cultural Resources: According to the applicant, it is not known whether the subject <br /> property was used in the past for the gathering of plants by Native Hawaiians. The <br /> property does not contain any features of cultural importance and there is no history of <br /> traditional gathering associated with the property. <br /> 19. Flora/Faunal Resources: There were no professional surveys conducted of the floral or <br /> faunal resources of the subject property,however the applicant does not believe that any <br /> rare or endangered floral or faunal resources are likely to be found within the subject <br /> property due to the long developed residential use and the suburban nature of the <br /> surrounding area and the long-developed use of the subject property as a service yard for <br /> the neighboring `O`6kala Mill. According to the State Department of Land and Natural <br /> Resources—Division of Forestry and Wildlife the Hoary Bat or `Ope`ape`a, the Hawaiian <br /> Duck, Hawaiian Stilt, Hawaiian Coot, the Hawaiian Goose or Nene and the Hawaiian <br /> Hawk or `Io could potentially occur in the vicinty of the project area. <br /> 20. Public Access: There is no designated public access to the mountains or the shoreline <br /> that traverses the property. <br /> 21. Traffic: Given the small scale and scope of the project, a TIAR was not performed. <br /> According to the applicant,the proposed 7-lot subdivision is expected to generate about 7 <br /> peak hour trips which is well below the 50 peak hour trip benchmark. <br /> PUBLIC SERVICES AND FACILITIES <br /> 22. Access: The subject property is currently accessed via Old Mamalahoa Highway,which <br /> is a County owned and maintained roadway which has an approximate varying width of <br /> 20 feet within an existing 50-foot right-of-way. Old Mamalahoa Highway will provide <br /> direct access to one parcel which shares its frontage. The remaining six (6)parcels will be <br /> accessed via a 50-foot wide private agricultural-standard roadway which was previously <br /> -4- <br />
