and visitor services, industry, agriculture and open space, and to coordinate these uses <br /> with the County's service and circulation systems. The overall Land Use goals, policies <br /> and standards are set forth to physically plan the lands in the County in the best interest <br /> of the island's residents. <br /> In addition to its goals, policies and standards, the General Plan also includes the Land <br /> Use Pattern Allocation Guide (LUPAG) Map, which is a graphic representation of the <br /> document's goals and policies to guide the coordinated growth and development of all <br /> sectors of the County by presenting a graphic depiction of the physical relationship <br /> among the various land uses. The LUPAG Map establishes the basic urban and non- <br /> urban form for areas within the County. <br /> The General Plan LUPAG Map designates the subject property and the rest of the Pacific <br /> Plantation Subdivision as "Rural', which is appropriate given the one-acre lot sizes and <br /> predominately single-family residential use within this long-established subdivision. <br /> The requested use, along with the implementation of proper mitigation measures, <br /> would complement the following goals the Land Use and Economic elements of the <br /> General Plan: <br /> Land Use: <br /> • Designate and allocate land uses in appropriate proportions and mix and in <br /> keeping with the social, cultural, and physical environments of the County. <br /> Economic: <br /> • Economic development and improvements shall be in balance with the <br /> physical and social environments of the island of Hawaii. <br /> While the subject property maintains an Agricultural designation by the State Land Use <br /> Commission, the General Plan does designate these lands for Rural uses. The request to <br /> utilize an existing tennis court to conduct tennis lessons that are open to the general <br /> public will not compromise the goal of the Agricultural element of the General Plan to <br /> "Preserve the agricultural character of the island". Pacific Plantation Subdivision, within <br /> which the subject property is located, is a rural subdivision and not designed to <br /> accommodate any significant amount of extensive or intensive agricultural activities. <br /> 14Page <br />
