RPT Performance Metrics <br /> <br />RPT uses some International Association of Assessing Officers (IAAO) standards to convey its <br />success. <br /> <br />RPT outlined five performance measures in the Six-Month and Final Progress Report on <br />Program Objectives for FY2021 — FY2022 and used two IAAO-based performance standards (1 <br />and 2). Where RPT uses these measures, tolerances are consistent with the standards. <br /> <br /> 1. Maintain sales assessment ratio +/- 10% from the 100% assessment (IAAO standard) <br /> 2. Maintain a co-efficient of dispersion at +/- 15% of the mean ratio (IAAO standard) <br /> 3. Conduct field inspections of 95% for all new construction <br /> 4. Maintain an active educational and informational program on real property taxation <br /> 5. Initiate proceedings for two real property tax foreclosure sales to reduce the number of <br /> delinquent accounts and dollar amount of delinquent taxes owed to the County <br /> <br />RPT stated these outcomes relative to performance metrics <br /> <br /> 1. Sales ratio/assessment ratio for tax year is 97% which is within the +/- 10% range <br /> 2. The overall ratio for Tax Year 2021 is 9.6% which is within the +/- 15% range <br /> 3. RPT was not able to determine if it was meeting the ratio of field inspections to new <br /> construction as a percentage because it was reliant on the permitting system used before <br /> the implementation of Electronic Processing and Information Center (EPIC) <br /> 4. RPT completed four training presentations to public organizations via zoom <br /> 5. The last tax sale was conducted in January 2020 and was suspended due to COVID. A <br /> plan to move forward with a June 2022 virtual sale has been replaced with an in-person <br /> sale (Completed) <br /> <br />In considering our first audit objective and understanding RPT's stated performance measures, <br />it is essential to consider whether the metrics selected inform executive, legislative branches of <br />government, and the public sufficiently to allow them to make informed decisions. RPT uses <br />some performance measures within the tolerances recommended by the IAAO. However, based <br />on the five functional areas of department activity, we find the metrics insufficient to educate <br />stakeholders on program success. <br /> <br /> <br />18 Page <br />
