Promote effective governance. <br /> This principle is not applicable. <br /> In discussing the regional land use framework for rural areas, the CDP states <br /> that"Outside of Kona Urban Area, the character of the rural areas should <br /> prevail..... (L)imited future growth should be directed to the existing rural <br /> towns and villages in a way that revitalizes and enhances the existing rural <br /> lifestyle and culture of those communities. <br /> The subject area is located close to the rural town ofKalaoa, approximately a <br /> mile (1)miles to the north. The creation of a three (3) additional S+ acre sized <br /> lots would help foster this goal. <br /> D. County Zoning <br /> The County zoning of the subject property is.Agriculture (A-Sa) and formally <br /> Agriculture (A-20a). A number of properties in the general area are also zoned <br /> A-Sa or FA-3a. The areas closer to the Mamalahoa Highway for the most part <br /> are zoned A-1 a. <br /> If approved, the site would be subdivided in a mariner meeting with both the <br /> Zoning and Subdivision Codes. Furthermore, all uses and standards of the <br /> Zoning Code, consistent with the A-Sa zone, would be adhered to. <br /> D. Relationship to SMA Objectives and Policies <br /> The site is not located within the County Special Management Area <br /> (SMA). As such, no SMA Use Permit would be required. However, as the <br /> entire island falls within the State Coastal Zone Management (CZM) Area, <br /> some discussion of the request's relationship to the CZM Program follows. <br /> The site is not adjacent to the ocean. It is nearly seven (7) miles to the nearest <br /> shoreline. As such, the proposed action should not have any adverse impacts on <br /> the area's coastal recreational and marine resources nor have any impacts on <br /> beach protection. <br /> The likelihood of this improvement having any impacts to the area's historic <br /> resources is remote. The SHPD had earlier commented and/or opined that the <br /> site should not have any significant historic resources. Should there be any <br /> inadvertent finds during construction of the subdivision, work will stop until <br /> clearances are received from the appropriate County and State agencies. <br /> The proposed action will involve the construction of improvements in a rural- <br /> agricultural setting. Accordingly, there is a potential visual impact to the area's <br /> scenic and open space resources. However, the project would involve the <br /> 12 <br />
