construction of a single-family farm dwelling on each of the respective lots_ <br /> Further,the scenic sites (Hualalai Mountain or shoreline) in this area would not <br /> be visually affected. <br /> Relative to the Coastal Ecosystems, impacts should be negligible, if at all, as <br /> the site is located nearly 7 miles from the nearest coastline. Notwithstanding <br /> the distance, the nature of the project—residential/agricultural—and the <br /> construction of only three (3) additional private septic wastewater systems are <br /> such that potential coastal ecosystem impacts would usually not be found. <br /> The proposed action will result in creating the potential for small-scale family <br /> agricultural farm lots in this area. This should provide much needed smaller <br /> lots for families interested in backyard farming. In so doing, the project could <br /> aid the agricultural economy and the overall economic use of this site and the <br /> area in general. <br /> Because of its distance from the shoreline,the site should not be subject to <br /> coastal hazards. <br /> Relative to the managing development objective, this function is more <br /> applicable to the "authority" or approving agencies. However, it is noted that <br /> the request would operate and be constructed within the scope of the Zoning <br /> Code. The subject site would be zoned A-Sa, and the requested use and <br /> design/parameters (parking, height, setback, etc.) would be consistent with said <br /> zoning. In that regard,the project would be consistent with this policy. <br /> Finally, in terms of the public participation objective, this is generally a public <br /> agency function. This is achieved through the Marine and Coastal Zone <br /> Management Advisory Group (MACZMAG) and the public hearing process <br /> required pursuant to the Leeward Planning Commission's Rules and County <br /> Council's meetings on this application. Notices of this application will be sent <br /> by the applicant to surrounding property owners of the submittal of the <br /> application, and again, prior to the public hearing. <br /> Based on the foregoing, it is concluded that the requested improvements would <br /> be consistent with the objectives, policies and guidelines of the Coastal Zone <br /> Management Policies, as outlined in Chapter 205-A-23, HRS and Planning <br /> Commission Rule No. 9 relating to Special Management Area. <br /> E. Other Permitting Requirements <br /> As noted earlier, other permits would still be required. These would be of the <br /> "ministerial"variety, such as Subdivision Approval, possible Underground <br /> Injection Control (UIC) permit, and the like. <br /> 13 <br />
