DESCRIPTION OF PROPERTY AND SURROUNDING AREAS <br />15. Subject Property: The rectangular -shaped property is 1.00 acre in size and is located <br />within the Hawaiian Paradise Park Subdivision on the northeast corner of the 19th Avenue - <br />Paradise Drive intersection. Structures on the property include a 3-bedroom, 2-bath <br />dwelling, and an agricultural storage building that the applicant is utilizing for the auto <br />repair shop and towing service operation. Building permits for both structures have been <br />finalized. However, according to the Department of Public Works -Building Division <br />(DPW), there is no record of an approved change of use building permit for the agricultural <br />storage building being used for an auto repair shop and towing service operation. The palm <br />trees planted along the boundary lines fronting Paradise Drive and 19th Avenue are being <br />maintained to reduce noise and visual impacts of the auto repair shop and towing service <br />operation. <br />16. Surrounding Zoning/Land Uses: Surrounding properties are zoned Agricultural 1-acre <br />(A -la), are primarily one (1) acre in size, and consist of vacant lands, single-family <br />dwellings, and agricultural uses. The closest dwelling is located approximately fifty (50) <br />feet away on the adjacent property to the southeast. <br />17. U.S.D.A. Soil Type: Keaukaha highly decomposed plant material, 2 to 10 percent slopes. <br />The pahoehoe lava flow in the area has very little soil covering and is bare of vegetation, <br />except for mosses, lichens, ferns, and small `6hi`a trees. <br />18. Land Study Bureau Soil Rating: Soils within the project site are classified as "E" or <br />"Very Poor" for agricultural productivity. <br />19. ALISH: Unclassified. <br />20. Flood Zone: The Federal Emergency Management Agency's Flood Insurance Rate Map <br />(FIRM) designates the area of the proposed development to be in Zone X (areas outside of <br />the 500-year floodplain). <br />21. Flora/Faunal Resources: No formal flora/fauna study was submitted with the application. <br />The subject property has been previously cleared for the construction of an existing single- <br />family dwelling and auto repair shop. Site vegetation consists of palm trees, albizzia trees, <br />ferns, ohia trees, guava trees, and grass.
