Based on this information, SHPD states that while they have no <br />objection to the current request for a change of zone, SHPD requests the opportunity to <br />review future permits for the subject parcel and/or future subdivided parcels that may <br />include ground disturbance. <br />The subject site is not adjacent and/or proximate to the shoreline, thus gathering of <br />marine life and coastal access is not an issue. It is not known whether the subject property <br />or the immediate surrounding area was used in the recent past for the gathering of plants <br />by Native Hawaiians. The applicant reports they have not observed any Native Hawaiians <br />gathering plants on the subject property or the immediate surrounding area. <br />19. Public Access: There is no known public access to the mountain or shoreline that <br />traverses through the subject property. <br />PUBLIC UTILITIES AND SERVICES <br />20. Vehicular Access: The subject property is currently accessed via Kuakini Highway <br />(State Route 11), a State-owned and maintained highway. According to the State <br />Department of Transportation (DOT), the state highway is a principal arterial roadway <br />intended for through traffic and new driveways introduce conflict points. In order to <br />reduce the potential for a conflict point on Kuakini Highway, DOT requests that the <br />applicant consider limiting access to P6maika`i Street, a County -owned and maintained <br />roadway with a right-of-way of 50 feet and pavement width of approximately 30 feet. <br />According to the Department of Public Works -Engineering Division (DPW), all <br />driveway connections to P6maika`i Street must conform with Chapter 22, County Streets <br />of the Hawaii County Code, and access must include the provision of adequate sight <br />distance meeting with the approval of DPW. <br />21. Traffic: Given the small scale and scope of the project, a TIAR was not performed. <br />According to the applicant, the proposed 3-lot subdivision is expected to generate much <br />less than the 50 peak -hour trip benchmark. <br />22. Water: According to the Department of Water Supply (DWS), the subject property is <br />currently served by an existing 5/8-inch water meter, which is limited to an average daily <br />usage of 400 gallons and suitable for only one single-family dwelling. DWS notes that <br />water can be made available from an existing 6-inch waterline within P6maika`i Street <br />fronting the subject parcel and the applicant has paid the required water commitment <br />52 <br />
