Executive Summary <br /> ES-05 Executive Summary - 24 CFR 91.200(c), 91.220(b) <br /> 1. Introduction <br /> The County of Hawai'i is required to submit a Consolidated Plan (CP) to the U.S. Department of Housing <br /> and Urban Development (HUD) in order to receive its Community Development Block Grant (CDBG) <br /> funds.The purpose of the County's CP is to ensure that jurisdictions receiving direct federal assistance <br /> utilize and develop a plan for its housing and related needs of extremely-low,very low-, low, and <br /> moderate-income families in a way that improves the availability and affordability of decent, safe and <br /> sanitary housing within a suitable living environment. The County's CP has three major <br /> sections: Housing&Special Needs Housing; Homeless; and Community Development. The County's CP <br /> provides goals, priorities, needs, and data used to develop the plan for how the County intends to <br /> administer the HUD CDBG Program. The State of Hawaii CP provides background, direction, and a plan <br /> for how the State intends to administer HUD's HOME Investment Partnerships Program (HOME), <br /> National Housing Trust Fund (HTF), Emergency Solutions Grant, and Housing Opportunities for Persons <br /> with AIDS (HOPWA) to assist in meeting the housing of Hawai'i's citizens. <br /> In PY2018,the County of Hawaii was designated the State's National Housing Trust Fund (HTF) Sub- <br /> grantee for HUD's new MTF program to provide affordable rental housing units serving households with <br /> incomes at or below 30%of the area median income. <br /> The County of Hawaii identified a total of$700,521,582 in unmet recovery needs from the 2018 Kilauea <br /> Lava Disaster. Approximately,8,448 acres of land were inundated by lava, 3,983 acres were isolated, <br /> and 3,000 residents were displaced. In addition, 12.5 miles of public roads, 20 miles of private roads <br /> and 14.5 miles of waterlines were impacted from the volcanic event. <br /> The three main recovery categories are housing, infrastructure and economic development. <br /> Housing, including land and structures,were inundated with lava. This included residential properties <br /> containing single-family units with a mix of owner, renter and secondary properties resulting in the <br /> destruction of over 700 properties. It was determined there was an estimated unmet need of <br /> $236,873,682. <br /> The lava flow damaged infrastructure and impacted critical roadways and utilities in the Puna <br /> District. Impacted roads provided vital access to residential neighborhoods,jobs and transportation <br /> corridors for people traversing the Puna District. Damages to utilities such as water,electric and <br /> communication towers resulted in more than$236 million in public infrastructure damages.
