The local economy was also affected by the volcanic event. Approximately$415 million was lost in <br /> tourism with 2,950 jobs lost island-wide and estimated $28 million lost to agricultural producers and <br /> business. Estimated unmet need of$398,259,000. <br /> Through the Federal Register Notice 85 FR 4681 published January 27, 2020, the County of Hawaii was <br /> allocated $83,841,000 in Community Development Block Grant Disaster Recovery (CDBG-DR)funds to <br /> provide assistance for long-term recovery in eligible disaster areas resulting from the 2018 Kilauea <br /> eruption. An Action Plan for the use of these funds is being developed outlining the disaster related <br /> needs for the County. As a priority these CDBG-DR grant funds will be used to address housing recovery <br /> unmet needs related to the 2018 Kilauea eruption. <br /> As a priority,the CDBG-DR grant funds will be used to address housing, infrastructure and economic <br /> development unmet needs as related to the 2018 Kilauea eruption. <br /> In 2019, the SMS Research and Marketing Services, Inc. conducted a study and prepared the 2019 <br /> Hawal'i Housing Planning Study (HHP5). The HHPS provides information about housing demand, supply, <br /> prices, and other housing related statistics to support housing planning activities. <br /> Also conducted in 2019 was an Analysis of Impediments to Fair Housing study. The study focused on <br /> each agency's internal policies and procedures and staff's knowledge of the fair housing law. In the <br /> County's Office of Housing and Community Development (OHCD) review, the impediments being <br /> addressed include: <br /> • Review and amend existing internal policies and program policies to ensure alignment with both <br /> Federal and State fair housing laws; <br /> • Provide ongoing fair housing training to agency staff to increase their knowledge of fair housing <br /> law; <br /> • Analyze and determine if a Language Assistance Plan is necessary based on the analysis of <br /> eligible Limited English Proficiency (LEP) groups as required in the PHA Administrative Plan. This <br /> may require translating and/or providing notice of the availability of translated versions of <br /> standard forms and notices to LEP participants; <br /> ■ Translate the fair housing video to eligible LEP language groups; <br /> • Update the County's dedicated fair housing website to include information on reasonable <br /> accommodations and language access <br /> The 2020 Al (Appendix F) is applicable for the 2020-2024 Consolidated Plan. <br /> Consolidated Plan HAWAII COUNTY 2 <br /> OMB Control No 2506-0117(exp.06/3012018) <br />
