2. Summary of the objectives and outcomes identified in the Plan Needs Assessment <br /> Overview <br /> The following summary outlines the goals and priorities and gives an overview of the County's plans. <br /> They are summarized as follows: <br /> GOALS <br /> The County of Hawaii is utilizing the HUD"Logic Model" to develop its 2024 through 2024 CP. The <br /> model outlines the CDBG, HOME, HTF and other County activities that the County will complete <br /> between 2020 and 2024. These include: <br /> Housing Goals <br /> • Provide Tenant Based Rental Assistance to 100 households, <br /> • Construct 3 new affordable rental projects for extremely low, low and moderate income <br /> households, <br /> • Construct 2 affordable rental projects for low income elderly persons, <br /> • Rehabilitate 50 affordable rental units for low income disabled and/or elderly persons. <br /> • Construct 200 affordable for-sale housing units, <br /> • Provide loans/grants for home rehabilitation to 50 homeowners, <br /> • Provide effective program administration &conduct an update to the Housing Study. <br /> • Apply for available voucher programs that become available from HUD <br /> Fair Housing Goals <br /> • Conduct 3 Fair Housing training sessions for persons of Non/Limited-English Proficiency <br /> • Translate 1 Fair Housing video to increase awareness <br /> • Increase participation of 50 new landlords in training sessions <br /> • Participate in 15 State-wide meetings and coordinate events <br /> • Coordinate 10 Fair Housing seminars island-wide <br /> • Provide 20 fair housing training sessions for staff and general audiences <br /> • Provide technical support and disseminate information <br /> • Conduct an Analysis of Impediments Study <br /> • Attend 5 Fair Housing training sessions. <br /> Homeless Goals <br /> • Secure funding and implement Mobile Outreach Health Teams <br /> • Develop and implement a Subacute Stabilization Residential Service Program, <br /> Consolidated Plan HAWAII COUNTY 3 <br /> OMB Control No:2506-0117(exp 06/30/2018) <br />
