KATO:Per unit, right. Typically, the County has not been assessing that on <br />affordable housing projects with idea that theyre just trying to keep the cost down. But, you <br />know, that being the case, in this case, those costs will be added on. We have to add it on and <br />pass it on to the buyers. I might point out that included in that $10,000 is roughly $4,000 for <br />road impacts. And so Im not sure exactly what the County is going to do with the impact fees <br />that it collects, but certainly it should go to addressing the access situation here. <br />I dont have any further comments. Gordon, do you want to say anything about the project at <br />this point? <br />GRAHAM:Mr. Inouye, would you begin by giving your name and your address, and <br />then go ahead? <br />INOUYE:Yes, Mr. Chairman. My name is Gordon Inouye. I live in Papaikou, <br />P.O.Box595,Papaikou,Hawaii.Andmymeansoflivelihoodisthatofafarmer. <br />IjustwanttoaddressmyselfessentiallytotheproposaltodevelopAg-10lots.Wehavesold13 <br />Ag-20 lots in this development that you all had a chance to see this morning. And of course with <br />the market the way it is, pricing for an Ag-20 lot is fairly, very steep. Our hope, of course, is to <br />be able to offer Ag-10 lots to a larger population base, and hopefully make that available to more <br />people. <br />This is our layout. It includes an installation of an agricultural water system, which we will <br />install and have in place before we sell any of the property. And of course there are some <br />conditions as to how many lots we can develop, and we will of course abide by those. <br />Essentially thats all I have to say. <br />The key areas that -. I know someone expressed the concern about a toxic waste dump; there is <br />no toxic waste dump. Weve got an issue of the coal ash pile that Brewer left behind. Theyve <br />been held responsible by the State Department of Health to recycle the coal ash. Theyve been <br />working on it for about two years now, and its very close to being approved and written up by <br />the Department of Health. In fact, we are hoping within the next few weeks that the Department <br />of Health will give them a completion or a clean bill of health. At that point in time, of course, <br />the property is going to be transferred to Hawaiian Rainbows Business Development. <br />Essentially thats all I have to say, Commissioners, unless you have some questions for me. <br />GRAHAM:Mr. Inouye, I know at the beginning a couple of the Commissioners spoke <br />of this as really two separate geographical parcels and all. Do you want to make any comments <br />over that -? <br />INOUYE:Yes. <br />GRAHAM:Question as to whether its appropriate for us to separate it? <br />INOUYE:You may separate it; but the development agreement we have with <br />HICDC is contingent upon getting approval for all the properties.
