Supportive Information: The applicant has submitted the attached in support of <br />the request: (Planning Department Exhibit 1— Orchidland Neighbors Special Permit <br />Application dated September 5, 2022). <br />6. Landowner: Orchidland Neighbors. <br />BACKGROUND INFORMATION <br />7. June 21, 2021: Final Consolidation Approval No. CON-21-000449. The request and <br />approval were for the consolidation of lots 49 & 50 (TMKs (3) 1-6-010:005 & 006) located <br />off 36 h Avenue, Orchidland Estates Subdivision. <br />STATE AND COUNTY PLANS <br />8. State Land Use (SLU) District: Agricultural District. <br />9. County Zoning: A-3a; Agricultural 3-acres. <br />10. General Plan (LUPAG) Map Designation: Rural. This category includes existing <br />subdivisions in the State Land Use Agricultural and Rural districts that have a significant <br />residential component. Typical lot sizes vary from nine thousand (9,000) square feet to two <br />(2) acres. These subdivisions may contain small farms, wooded areas, and open fields as <br />well as residences. Allowable uses within these areas, with appropriate zoning, may include <br />commercial facilities that serve the residential and agricultural uses in the area, and <br />community and public facilities. <br />11. Puna Community Development Plan (PCDP): The PCDP was adopted by the Hawaii <br />County Council, Ordinance 08 116, on September 10, 2008. The subject parcel is not <br />located within the projected Orchidland Neighborhood Village Center, an area identified <br />by the PCDP as located along Orchidland Drive from Highway 130 to halfway between <br />34t' and 35t' Avenues, which encompasses 15 parcels and an area of about 16 acres. <br />However, according to the PCDP Objectives, it supports the creation of new village/town <br />centers as necessary, in or near presently underserved subdivisions, beginning with those <br />experiencing higher rates of population growth so residents of those areas will have <br />community activities and more convenient access to services. Further, the PCDP Actions <br />support the improvement and expansion of Community Parks in the Orchidland Estates <br />Subdivision. <br />12. Special Management Area (SMA): The subject property is located approximately five <br />(5) miles from the nearest coastline and is not within the Special Management Area. <br />-3- <br />
