GENERAL PLANThe Commission took this item up at 10:06 a.m. with <br />PLANNING DIRECTOR5 people from the public in attendance. <br />& COUNTY COUNCIL <br />AMENDMENT <br />PROCEDURES <br />INITIATOR: PLANNING DIRECTOR <br />Action on a draft ordinance regarding the General Plan amendment procedures. <br />(SEE EXHIBIT B) <br />REZ 06-000058The Commission took this item up at 10:40 a.m. with <br />MICHAEL TANABE approximately 7 people from the public in attendance. <br />WAIAKEA, <br />SOUTH HILO <br />APPLICANT: MICHAEL TANABE (REZ 06-000058) <br />Change of Zone from an Agricultural 10-acre (A-10a) to a Family-Agricultural 3-acre (FA-3a) <br />district for ten acres of land. The property is located at the southwest corner of Kupulau Road <br />and Koaniani Street, Waiakea, South Hilo, Hawaii, TMK: 2-4-65: 34. <br />Mr. Darrow oriented the Commission and public of the subject and surrounding properties on the <br />location map and site plan, summarized the request and noted the Planning Directors favorable <br />consideration on the matter to the County Council with conditions. <br />The applicant, his wife and his representative, Brian Nishimura, were in attendance. <br />Mr. Nishimura stated the applicants have reviewed the Background Report and Recommendation <br />and will be able to comply with the proposed conditions. <br />For Commissioner Siracusas information, Mr. Nishimura clarified that the applicant has always <br />wanted to create three lots; however, the Director did indicate he would not be able to support <br />sucharequestatthistimebecauseofthepresentfloodhazarddesignationaffectingthemiddleof <br />the property. He said he was aware that the Department of Public Works and FEMA are <br />currentlyconsideringimprovementstotheWaiakeaStreammaukaofthepropertywhichmay <br />reduce the area affected by the flood hazard designation and allow for more buildable area on the <br />lowersectionofthesubjectpropertytocreateanotherlot. <br />Mr.Darrowindicatedonthepresentationmapthedividinglinebetweenthetwoproposedlots <br />and the 40-foot right-of-way reserved for future widening of that street, which will then preclude <br />abuildableareainthatparticularcorner. <br />Mr. Yuen at this time proposed a new Condition E, with the remaining conditions realphabetized <br />accordingly, and amended the first sentence in Condition D. <br />2 <br /> <br />
