know both applicants relatively at different levels and I really support the intent of what theyre <br />doing or trying to do. But the process as I see it is one with, you know, I would hope that they <br />would continue on beyond the boundaries of their project and look at the entire Houselots <br />neighborhood, the entire Hilo community, and also help support the Community Development <br />Plan process. And in the end, in my mind, by doing so, when we have a real clear picture of <br />where the development is going to go, then the development dollars will be there. You know, <br />Im told and I agree that developers want as clear a line as possible with as minimal number of <br />approval processes to go through. And if we do a clear enough, specific enough Community <br />Development Plan that says this is where the development is going to occur, then it will happen. <br />The way we have it now, its just helter skelter; and we will end up with nothing better than LA, <br />Honolulu, Kihei, if we keep going down this road. Im part of the process and trying to be a <br />voice to try and change it; and so as the rest of the body knows here, to be consistent, I will be <br />voting against this project. <br />ALAMEDA:OtherCommissionerswouldliketovoicetheirthoughtsonthisparticular <br />agenda item? Well, we have five Commission Members, that makes a quorum. We could <br />entertain a motion at this time either way. Commissioner Salavea? <br />SALAVEA:Thank you, Mr. Chair. I move that a favorable recommendation be <br />forwarded to the County Council on the planning application for Change of Zone Docket No. <br />REZ 06-000035 based on the Planning Directors recommendation and proposed conditions. <br />ALAMEDA:Do I hear a second? Seeing none, motion dies. Is there another motion? <br />Commissioner Iwashita? <br />IWASHITA:Yes, Ill make one. I move that an unfavorable recommendation be <br />forwarded to the County Council on the application for change of zone Docket No. REZ 06- <br />000035 based on the following reasons and conditions: Basically those which I stated in the <br />record previously heretofore. And if counsel tells me I need to restate them, I will. Thank you. <br />GALDONES:Second that motion. <br />ALAMEDA:Okay, motion made by Commissioner Iwashita, seconded by <br />Commissioner Galdones, to forward an unfavorable recommendation regarding this application. <br />Discussion? <br />GALDONES:Mr. Chair? <br />ALAMEDA:Sure. Commissioner Galdones. <br />GALDONES:In viewing this application, as a Commissioner I just do not want to <br />exercise my right of authority and not give any consideration to the public. Im looking for a <br />win-win situation. Unfortunately in this particular case I do not see a win-win situation. And it <br />was easy for me to just say that I can go along with the recommendation because Im not going <br />to live in the community, the community that has to deal with this situation. And voicing the <br />concerns that they had, I do not see that being mitigated. I had some difficulty in supporting a <br />favorable recommendation. And as I stated earlier a lack of a Community Development Plan, <br />Im guided by the voice of the community; and in this particular case they have voiced some <br />25EXHIBIT C <br /> <br />
