Economic Element <br /> ■ Economic development and improvement shall be in balance with <br /> the physical and social environments <br /> • The County shall provide an economic environment which allows <br /> new, expanded, or improved economic opportunities that are <br /> compatible with the County's natural and social environment <br /> • The County shall strive for diversification of its economy by <br /> strengthening existing industries and attracting new endeavors <br /> Land Use Element <br /> • Designate and allocate land use in appropriate proportions and mix <br /> and in keeping with the social, cultural, and physical environments <br /> of the County <br /> • Protect and encourage the intensive utilization of the County's <br /> important agricultural lands <br /> • The County shall encourage the development and maintenance of <br /> communities meeting the needs of its residents in balance with <br /> the physical and social environment <br /> C. Kona Community Development Plan ("CDP") <br /> Relative to the Kona CDP, Section 15.1 of the County General Plan <br /> called for the development and eventual County Council adoption of <br /> Community Development Plans. The General Plan states that the <br /> CDP "will translate the broad General Plan statements to specific <br /> actions as they apply to specific geographical areas." The General <br /> Plan also notes that should the CDP require a General Plan <br /> amendment, it could be considered concurrent with the adoption of the <br /> CDP. However, "If there is a direct conflict between the Community <br /> Development Plan and the General Plan, the General Plan shall be <br /> controlling." <br /> The Land Use map of the CDP appeared to follow or utilize the <br /> digitized version of the General Plan LUPAG map. In that regard, the <br /> subject site is situated outside of the Kona Urban Area, as well as <br /> outside of the road concurrency map. <br /> 5 <br />
