Notwithstanding the map portion of the CDP, the CDP also identified <br /> several principles related to its overall "vision." These principles and <br /> their relationship to the proposed B&B follow. <br /> a. Protect Kona's natural resources and culture. <br /> The subject site does not have any critical natural resources, <br /> having been already developed as a residence. The site is <br /> designated "X"on the Federal Emergency Management Agency's <br /> Flood Insurance Rate Map. This is areas outside of the 100-year <br /> storm. Appropriate on-site mitigation to accommodate project- <br /> generated drainage— if needed - will be addressed and <br /> implemented during the building permit and construction phases of <br /> this project. Furthermore, there are nc known archaeological <br /> features or botanical resources on the subject site. <br /> b. Provide connectivity and transportation choices. <br /> The area of this proposed B&B is not identified as any future <br /> connector road or on the concurrency map of the Kona CDP. <br /> c. Provide housing choices. <br /> This principle is marginally pertinent, as there is a possibility that <br /> with the more intensive agricultural use of the property, there may <br /> be a need for an additional farm dwelling, If so, there is room on <br /> the site to accommodate an additional farm dwelling. <br /> d. Provide recreation opportunities. <br /> Again, this project is not a recreational one per se. Nevertheless, <br /> this site is not a critical resource for recreational opportunities, as it <br /> is not a coastal property nor identified in the CP❑ as an area <br /> necessary for future recreational purposes. <br /> e. Direct future growth patterns toward compact villages, preserving <br /> Kona's rural, diverse and historical character. <br /> The location of this site is proximate and somewhat within the <br /> northern portion of the town of Kailua. The proposed B&B should <br /> help foster this rural concept. As such, the proposed project would <br /> be consistent with this principle. <br /> 6 <br />
