4. Parking: Off-street parking is available for the guests of the bed and breakfast operation <br /> and for the residence. The application proposes to designate two unpaved parking stalls <br /> adjacent to the existing detached garage to be used by guests of the bed and breakfast. <br /> 5. Project Timetable/Cost: The applicants intend to begin operating the bed and breakfast <br /> upon approval of the special permit and do not anticipate construction costs associated <br /> with the project. <br /> 6. County Zoning: Family Agricultural-2 acre (FA-2a). <br /> 11. Kona Community Development Plan (KCDP): The KCDP was originally adopted by <br /> the Hawaii County Council on September 25, 2008 and most recently amended on <br /> September 18, 2019 as Ordinance 19 91. The subject property is located outside of the <br /> Kona Urban Area and outside of any Rural Town Areas. <br /> 12. Special Management Area (SMA): The Special Management Area is a part of the <br /> Coastal Zone Management Program and regulated by the County. The property is not <br /> located within the Special Management Area and is situated approximately four miles <br /> from the nearest coastline. <br /> DESCRIPTION OF SUBJECT PROPERTY AND SURROUNDING AREA <br /> 13. Subject Property: The subject property is approximately 2.832 acres in size, trapezoidal <br /> in shape, and was originally part of a 5-acre property that was rezoned in 2016 from the <br /> Agricultural 5-acre (A-5a) zoning district to the Family Agricultural 2-acre (FA-2a) <br /> zoning district(Ordinance No. 16-079) and subsequently subdivided into two lots.
