attendance: <br />APPLICANT: BROOKS & WANPHEN MALOOF (SPP 09-98) <br />Special Permit to allow the establishment of a commercial retail and office building, which will <br />include a restaurant, real estate office, an outlet for local farmers, fishermen and businesses to <br />sell products, and related uses on approximately 0.50-acre of land situated in the State Land Use <br />Agricultural District. The property is located at the northwest corner of the Keaau-Pahoa Road <br />(Highway 130) and Orchidland Drive intersection, Orchidland Estates Subdivision, Keaau, Puna, <br />Hawai‘i, TMK: 1-6-10: portion of 137. <br />There was no one from the public wishing to testify on this agenda item. <br />It was moved by Commissioner Kern and seconded by Commissioner Iwashita that the hearing <br />be continued as requested, noting the applicant’s representative will contact the Planning <br />Department when they are ready to proceed further. A roll call vote was taken and motion <br />carried with six ayes (Kern, Iwashita, Au, Domingo, Ishibashi, and Woodward). <br />The Commission took the following item up at 10:51 a.m. with 42 people from the public in <br />attendance: <br />INITIATOR: PLANNING DIRECTOR <br />a. EnVision Downtown Hilo 2025 5-year Action Plan Update. <br />b. Resolution Adopting “EnVision Downtown Hilo 2025: a Community-Based Vision <br /> and Living Action Plan – 5-year Action Plan Update” as a Guide for the Future of <br /> Downtown Hilo. <br />(SEE EXHIBIT B) <br />The Commission took the following item up at 11:33 a.m. with 28 people from the public in <br />attendance: <br />INITIATOR: PLANNING DIRECTOR <br />Amendments to Chapter 25, Hawaii County Code 1983 (2005 Edition, as amended), Article 1, <br />Section 25-1-5 (b) (Definitions), Article 2, Division 7 (Plan Approval), and Article 7, Division 2 <br />(CDH, Downtown Hilo Commercial District), relating to the Downtown Hilo Commercial <br />District. The proposed amendments to the CDH Commercial District includes, among others, <br />the deletion as well as addition of certain permitted uses, reduction of the height limit from 120 <br />feet to 60 and 80 feet, and required design patterns for new development within a new <br />Downtown Hilo Commercial Core (DHCC). <br />(SEE EXHIBIT C) <br />MINUTES – The Commission took up the subject matter at this time, 12:33 p.m. <br />2 <br /> <br />
