January 8, 2010 – The Chair clarified the minutes regarding County of Hawaii’s Parks and <br />Recreation SMA 09-000036 for Reeds Bay by stating that the parliamentary rules are designed <br />and intended to protect the minority’s right to properly make input during the consideration of <br />the proposed action. The Planning Commission customarily allows friendly amendments by <br />consensus. The vote regarding the SMA was done this way. At the meeting of the SMA, all <br />Commissioners consented to proceeding to vote on the SMA without requiring a separate vote <br />on the secondary motions to amend the main motion. As there were no objections to the Chair’s <br />clarification of the record and all Commissioners agreed with the Chair’s statement that <br />Commissioners consented to proceeding to vote on the SMA without requiring a separate vote <br />on secondary motions to amend the main motion and understood that they were voting on the <br />motion as amended, a voice vote was taken and carried to approved the minutes with the addition <br />ndth <br />of the words “without objection” to page 37, 2 paragraph, page 43, 7 paragraph and page 44, <br />th <br />4 paragraph. <br />February 5, 2010, - Mr. Tim Rees objected to the minutes inasmuch as it did not include a <br />hearing transcript of his comments which he felt included controversial issues, referring to the <br />County of Hawaii’s Parks and Recreation SMA Use Permit 09-000036 for Reeds Bay. He <br />nd <br />suggested the minutes be corrected on page 9, 2 to the last sentence, changing Joel Fujimoto to <br />nd <br />Noel Fujimoto and 2 to the last paragraph, last line, delete the word “all,” to say that the <br />Commission discussed “the issues” instead of “all the issues.” He stated he wanted the record to <br />reflect that he said the applicant cannot defraud HUD. <br />It was moved by Commissioner Iwashita and seconded by Commissioner Kern that the minutes <br />be approved, with the corrections on Page 9, changing the name Joel to Noel and Page 11, 3rd <br />paragraph, first sentence to read, “The Chair explained to Mr. Rees that the Commission <br />considered and attempted to address his concerns and after reviewing the Commission’s options, <br />the Chair decided not to take any action at this point, and there were no objections.” Motion was <br />unanimously carried by a voice vote of all Commissioners in attendance. <br />ADMINISTRATIVE MATTERS – There were no administrative matters brought up. <br />ANNOUNCEMENTS– Staff announced the next meeting is scheduled for April 1, 2010. <br />There being no further business, the Chair declared the meeting adjourned at 12:53 p.m. <br /> Respectfully submitted, <br /> Sharon M.
