APPLICANT: HAWAII BREWERY DEVELOPMENT CO., INC. (REZ 09-000107) <br />Change of Zone from an Agricultural 5-acre (A-5a) to a Family Agricultural 2-acre (FA-2a) <br />district for 7.829 acres of land. The property is located east of Highway 11 (Volcano Highway) <br />and north of Highway 130 (Keaau-Pahoa Highway), Keaau, Puna, Hawaii, TMK: 1-6-141:24. <br />(SEE EXHIBIT D) <br />The Commission took the following item up at 12:15 a.m. with 3 people from the public in <br />attendance: <br />INITIATOR: COUNTY COUNCIL <br />Amendment to Chapter 25, Article 2, Division 4, Hawaii County Code 1983 (2005 Edition, as <br />amended) relating to concurrency standards for parks and recreational facilities and firefighting <br />facilities in change of zone actions. <br />(SEE EXHIBIT E) <br />ELECTIONOFThe Commission took up the following at this time, 12:18 p.m. <br />OFFICERS with two people from the public in attendance. <br />In response to the Chair’s suggestion, the Commission decided to have election of officers for <br />stnd <br />Chairman and Vice-Chairman instead of Chairman, 1 Vice-Chairman and 2 Vice-Chairman. <br />Chairman – Commissioner Domingo nominated Rell Woodward as Chairman. It was moved by <br />Commissioner Ishibashi and seconded by Commissioner Domingo that the nominations be <br />closed. Motion was unanimously carried by a voice vote. <br />Vice-Chairman – The Chair nominated Zendo Kern as Vice Chairman. It was moved by the <br />Chair and seconded by Commissioner Iwashita that the nominations be closed. Motion was <br />unanimously carried by a voice vote. <br />MINUTESThe Commission took up the following at this time, 12:20 p.m. <br />November 6, 2009 Regular and Executive Session Minutes – It was moved by Commissioner <br />Iwashita and seconded by Commissioner Doming that the minutes be approved. Motion was <br />unanimously carried by a voice vote. <br />ADMINISTRATIVE: The following were discussed under administrative matters: <br />MATTERS <br />Impact Fees - Ms. Leithead Todd noted that at the request of Councilman Hoffman she will <br />revisit the issue of impact fees, which she will be bringing to the Commission in the future. <br />3 <br /> <br />
