Applicants' request is therefore consistent with the objectives,policies and special management area guidelines of HRS, Chapter 205A and the Planning Commission(PC) Rules. Applicants' request and proposed use will not materially affect any existing public access, scenic or open space resources, coastal view planes or coastal ecosystems. 4. Applicable Goals/Policies and Objectives of the General Plan. The proposed rezoning conforms to the following applicable goals,policies and objectives of the General Plan. a. Flooding and Other Natural Hazards: Goals (a) Protect human life. (b) Prevent damage to man-made improvements. (c) Control pollution. (d) Prevent damage from inundation. (e) Reduce surface water and sediment runoff. (f) Maximize soil and water conservation.
