b. Natural Resources and the Shoreline: <br /> Goals <br /> (a) Protect and conserve the natural resources from undue exploitation, encroachment and damage. <br /> (b) Provide opportunities for recreational, economic, and educational needs without <br /> despoiling or endangering natural resources. <br /> (d) Protect rare or endangered species and habitats native to Hawaii. <br /> (f) Ensure that alterations to existing land forms, vegetation, and construction of structures <br /> cause minimum adverse effect to water resources, and scenic and recreational amenities <br /> and minimum danger of floods, landslides, erosion, siltation, or failure in the event of an <br /> earthquake. <br /> Policies <br /> (a) Require users of natural resources to conduct their activities in a manner that avoids or <br /> minimizes adverse effects on the environment. <br /> (c) Maintain the shoreline for recreational, cultural, educational, and/or scientific uses in a <br /> manner that is protective of resources and is of the maximum benefit to the general <br /> public. <br /> (d) Protect the shoreline from the encroachment of man-made improvements and structures. <br /> (u) Ensure that activities authorized or funded by the County do not damage important natural <br /> resources. <br /> Discussion <br /> The Property is not situated on or near the coast,being approximately 2.6 miles away from the <br /> shoreline; and the proposed Project is not anticipated to have any significant impact on shoreline <br /> resources. The site is not likely to be a habitat for any federally or State listed candidate or <br /> proposed threatened or endangered plant or animal species due to a history of residential and <br /> urban use and related disturbance. There are no identified important or significant natural <br /> resources on the Property. Thus, the proposed change of zone will not have a significant effect <br /> on any identified natural resources or the shoreline. <br /> C. Historic Sites <br /> Goals <br /> (a) Protect,restore, and enhance the sites,buildings, and objects of significant historical <br /> and cultural importance to Hawaii. <br /> 8 <br />
