(t) Discourage speculative residential development on agricultural lands. <br /> Discussion: <br /> The Property is appropriate for the proposed project. The Property is not important agricultural <br /> land nor holds prime soil. The proposed changes to the A-3a zoning would preserve the <br /> character of the surrounding area, largely consisting of minimum RS-15 sized lots or larger. <br /> E Land Use— Single-Family Residential <br /> Goals <br /> (a) To maximize choices of single-family residential lots and/or housing for residents <br /> of the County. <br /> (b) To ensure compatible uses within and adjacent to single-family residential zoned <br /> areas. <br /> (d) To provide single-family residential areas conveniently located to public and private <br /> services, shopping, other community activities and convenient access to <br /> employment centers that takes natural beauty into consideration. <br /> Policies <br /> (a) To assure the orderly use of single-family residential zoned areas and to curb <br /> speculation and resale of undeveloped lots, the County may impose incremental <br /> and conditional zoning, which would be based on performance requirements. <br /> This is to assure that a certain percentage of buildings will be constructed. <br /> (d) Incorporate reasonable flexibility in codes and ordinances to achieve a diversity of <br /> socio-economic housing mix and to permit aesthetic balance between single-family <br /> residential structures and open spaces. <br /> (e) Re-evaluate existing undeveloped single-family residential zoned areas and reallocate <br /> zoned lands in appropriate locations. <br /> (f) Designate and allocate single-family residential zoned lands at varying densities <br /> for future use in accordance with the needs of the communities and the stated <br /> goals,policies, and standards. <br /> (i) Require developers to provide basic infrastructure necessary for development. <br /> Discussion <br /> The COZ request fits within the LUPAG designation of low-density urban and the Property is <br /> located within close proximity to centers of employment, shopping and other conveniences, and <br /> will have available the basic infrastructure, improvements and amenities necessary for <br /> development. Approval of the instant request meets the neighborhood, community and regional <br /> needs, and fits within the locale with minimal intrusion. <br /> 11 <br />
