Policies <br /> (a) Zone urban- types of uses in areas with ease of access to community services and <br /> employment centers and with adequate public utilities and facilities. <br /> (b) Promote and encourage the rehabilitation and use of urban areas that are serviced by <br /> basic community facilities and utilities. <br /> (c) Allocate appropriate requested zoning in accordance with the existing or projected needs <br /> of neighborhood, community,region and County. <br /> (f) Encourage the development and maintenance of communities meeting the needs of its <br /> residents in balance with the physical and social environment. <br /> (j) Encourage urban development within existing zoned areas already served by basic <br /> infrastructure, or close to such areas, instead of scattered development. <br /> Discussion <br /> The instant request conforms to the general land use goals and policies. The proposed Project <br /> will contribute towards improving and developing this Low Density Urban area in South Hilo in <br /> keeping with the character of the surrounding community by allowing for development of <br /> additional RS-15 zoned lots, where such lots are bordered to the east by RS-15 zoned lots. Such <br /> growth appropriately extends existing development in conformity with the General Plan and <br /> should be encouraged where it meets district goals and regional plans; conforms to the State <br /> Land Use District; is compatible with adjacent zoned use; there is availability of public services, <br /> utilities, and access; and there is public need. The use of the property for residential purposes <br /> will add to existing inventory. <br /> e. Land Use—Agriculture: <br /> Goals <br /> (a) Identify,protect and maintain important agriculture lands on the island of Hawaii. <br /> (b) Preserve the agricultural character of the island. <br /> Policies <br /> (i) Designate,protect and maintain important agricultural lands from urban encroachment. <br /> (j) Ensure that development of important agricultural land be primarily for agricultural use. <br /> (n) Investigate possibilities to prevent non-agricultural uses that could interfere with potential <br /> or existing agricultural activities on important agricultural lands. <br /> (s) Important agricultural lands shall not be rezoned to parcels too small to support <br /> economically viable farming units. <br /> 10 <br />
