It was moved by Commissioner Domingo and seconded by Commissioner Iwashita that the <br />application be approved as recommended by the Planning Director, with the following added <br />sentences at the end of Condition 3: “Landscaping shall also be indicated on the plans for the <br />purpose of mitigating any adverse impacts to the roadways and the adjacent properties in <br />accordance with the requirements of Planning Department's Rule No. 17 (Landscaping <br />Requirements). These Landscaping Requirements shall apply to the pavilion and parking areas, <br />and may be satisfied by existing plantings.” Commissioner Domingo felt the proposed activity <br />currently complies with the intent and purpose of the agricultural-tourism bill passed by the <br />Legislature; however, he cautioned the applicant not to going beyond the intent of the legislative <br />action by selling goods not made in Hawaii and impacting the rest of the community who have <br />legitimate businesses. The Chair said the proposed condition would limit the items grown on the <br />subject property or limit the sales to products such as t-shirts and caps that carry the business <br />name, noting it is not supposed to be an extensive retail outlet. A roll call vote was taken and <br />motion carried with six ayes (Domingo, Iwashita, Alameda, Ogata, Woodward and Watanabe) <br />and three absent and excused (Bowman, Rho, and Siracusa). <br />SPP 08-000054 <br />The Commission took this item up at 2:26 p.m. with <br />SYLVIA DOLENA <br />approximately 10 people from the public in attendance. <br />KAPOHO, <br />PUNA <br />APPLICANT: SYLVIA DOLENA (SPP 08-000054) <br />Special Permit to allow the establishment of a Joglo temple for the practicing of religious healing <br />and meditation on approximately 5,000 square feet of land situated within the State Land Use <br />Agricultural District. The property is located along the south side of Ililani Road, approximately <br />2,300 feet east of the Kapoho Beach Lots Road, Vacationland Hawaii Subdivision, Unit II, <br />Kapoho, Puna, Hawaii, TMK: 1-4-73: portion of 4. <br />The Chair stated no action is required on this item since the applicant is withdrawing her <br />application. <br />RECESSED The Chair called a short recess at 2:28 p.m. <br />RECONVENED The meeting reconvened at 2:35 p.m. <br />KONA COMMUNITY The Commission took this item up at 10:30 a.m. with <br />DEVELOPMENT PLAN <br /> approximately 15 people from the public in attendance. <br />KONA COMMUNITY DEVELOPMENT PLAN <br />Review of the draft Kona Community Development Plan (CDP) submitted by the Kona CDP <br />Steering Committee and its Consultant, Wilson Okamoto Corporation. <br />(SEE EXHIBIT C) <br />4 <br /> <br />
