Rather there is a good case to be made <br /> that this is detrimental to the economic element. The opportunity for exploitation of <br /> "volunteers" is well-known in Puna. We believe the Commission must be aware of <br /> reported incidents in Puna of volunteers being taken advantage of. To be clear this isn't <br /> an accusation but a comment on the economic merits of such a micro-ecosystem that <br /> arguably bears resemblance to some common cult features.
