a. As you are aware, normally off-site improvements — if required as a <br /> condition — need to be in place prior to issuance of occupancy <br /> permit. In this case, however, the applicant is willing to have these <br /> done upfront — i.e., prior to issuance of any construction-related <br /> permits. <br /> b. Further, to avoid only the blacktopping of the road over the existing <br /> ground, there is specific definition of the type and level of road <br /> improvements of this 10-foot-wide paved road, using DPW's private <br /> road standard. In terms of the speed bumps, DPW's guidelines in <br /> terms of the distance/height are also being referenced, coupled with <br /> the inclusion of some sort of a barrier at both ends of the speed <br /> humps to minimize vehicles from driving on the edges to avoid the <br /> speed bumps. <br /> c. Finally, the applicant will also bear the maintenance responsibility of <br /> the proposed improvements for the life of the Special Permit and <br /> SMA Permit. <br />
