That also helps the <br /> supervisors to be better leaders and to better support those decisions. If they <br /> don't understand or as Ms. Bird had mentioned, some of them say " the last <br /> time I was trained it was this..." or "back when I was trained then..." well <br /> now everyone would be on the same page. It also brings good comradery, <br /> you're training with your watch, with your sergeant, everyone is training <br /> together and it builds teams. <br /> ➢ Paul Applegate stated annual recall training is very important because police <br /> officers have high liability activity that they do every day and we need to be <br /> current in doing it the right way with the current Supreme Court rulings or <br /> whatever it may be. If not, you bring high liability to the department. The <br /> officer's and citizens' safety could be in jeopardy if officers aren't up to speed <br /> with the current trainings. The barriers to this are scheduling and overtime, <br /> both of which could be overcome. As chief, he would immediately work on <br /> this issue with commanders and make sure that every person that needs to <br /> be trained gets the training that they need. <br /> Commissioner Toci asked if Kauai PD does annual recall training. Mr. Applegate <br /> stated yes, and it is expensive. <br /> Vice Chair Brown stated there were a couple of troubling things they heard today <br /> and in the past when they started the process of hiring the police chief. It was that <br /> the general orders only apply to the rank and file and not to admin. He also heard <br /> that training for existing officers is pretty much non-existent and he has to make <br /> sure that he points out that it's not the recruit training because he has heard nothing <br /> but excellent comments about the recruit training that goes on. He hopes whoever <br /> is selected as chief will at least try to take some steps to try to improve the training <br /> for current officers. <br /> • Commissioner Andrion had a question specifically for Benjamin Moszkowicz. He <br /> stated there have been several public testimonies brought before this commission <br /> on behalf of Major Bird, Mr. Ignacio, and Captain Applegate, in contrast, they have <br /> not received any on your behalf. Because this is a process that involves, relies and <br /> serves on behalf of the public do you see this as problematic? What is your <br /> message to the public and to this commission considering this, especially if you are <br /> selected as the next chief of police? <br /> ➢ Benjamin Moszkowicz stated that's an excellent question and certainly is <br /> something that needs to be addressed. He's not from here, he was not born <br /> on the Big Island, and he has not worked for the Hawaii County Police <br /> Department. He has developed himself professionally and academically to <br /> the point where he feels he can contribute to the department and he thinks <br />
