What is annual recall training and why do I feel like we need it <br /> and how would you implement it and would you implement it ASAP? <br /> ➢ Sherry Bird stated regarding annual recall training, we do not have an in- <br /> person annual recall training which would include whatever we want to <br /> include in it, basically, but the important training; use of force, and arrest <br /> control techniques, we don't have that. As police chief, that's something she <br /> would be a supporter of and implement that program. It's necessary, often <br /> times they review use of force incidents and in those incidents, the officers <br /> are saying that they haven't had training since recruit class. That is a very <br /> valid concern and it's a concern for her and it's something she would take <br /> proactive action on to implement this annual recall training. There are a lot of <br /> logistics that need to be worked out, as far as instructors, our island, and <br /> managing the overtime that would come with it, but that would be a priority to <br /> put in place under her leadership. <br /> ➢ Benjamin Moszkowicz stated annual recall training is absolutely a necessity <br /> and is a must. You could use technology to do some of it. Some training can <br /> be accomplished very easily with a slideshow and voiceover presentation <br /> followed by a quiz to make sure you paid attention. Tactical training, physical <br /> assessments, and use of force training cannot be done that way. We could <br /> teach subject matter that way, but not the physical skills. He stated in his <br /> mind this is a very short term and has to happen as quickly as possible, by <br /> February or March. We're going to have to figure out lesson plans and <br /> logistics, but it has to start immediately. You can't wait to get the whole <br /> department's schedule to start something, you need to start very quickly and <br /> knock down that low-hanging fruit, and get some stuff accomplished. Even if <br /> it's twice a year for one day, instead of once a year for two days. There are a <br /> lot of different flavors and varieties of how we can pull folks in and relocate <br /> training from one area to another. All you need is a classroom or dojo to <br /> teach use of force scenario. If the training staff is mobile then we can get it <br /> accomplished even quicker. To him, this is a six to eight-week <br /> implementation after taking office. <br /> Commissioner Toci asked if Honolulu PD does annual recall training. Mr. <br /> Moszkowicz stated yes, both in-person and online. <br /> ➢ Edward Ignacio stated recall training is very important. He remembers doing <br /> it when he was in the Honolulu Police Department, it's a great thing. It allows <br /> your officers to not only refresh their training but adjust to current situations <br /> that would come up because things change. For example, concealed carry, <br /> that gives you that opportunity to put that out there and train the guys <br /> immediately without having to schedule extra things. It brings consistency. <br />
