Hawaii Police Commission <br /> Special Meeting Minutes <br /> December 13, 2022 <br /> Page 6 <br /> department. We have another candidate whose own officers and union spoke against <br /> him in his last run for chief. Then we have Major Bird, he listened to her testimony <br /> yesterday and read her resume. She has spent a lot of time in Vice, in numerous roles. <br /> She has overseen Area II. She speaks about cooperation with other agencies, but she <br /> has great difficulty dealing with other agencies. He suggested and urged that the <br /> commission looks into it. She speaks of training, but there are only five ranking officers <br /> above her, she has the influence to make a change, but she has not. Why wait to <br /> become chief to make a change? If you really care about the department and want to <br /> make a change, it has to be now. You have the power to make that decision. He stated <br /> there's only one candidate there that will give them a fresh start. <br /> Chair Brown announced that they will soon go into executive session. When they return to <br /> open session, they will bring up the four candidates and advised everyone that they're free <br /> to sit in while the commission questions them. <br /> EXECUTIVE SESSION <br /> Commissioner Andrion motioned to meet in executive session for the purpose to ratify <br /> interview questions for the candidates and to consult with the board's attorney on <br /> questions and issues pertaining to the commission's powers, duties, privileges, immunities, <br /> and liabilities pursuant to HRS 92-5 (a)(4). Commissioner Lassiter seconded, with no <br /> discussion, and it carried unanimously. Executive session convened at 10:00 a.m. <br /> Motion to reconvene open session made by Commissioner Lassiter, seconded by <br /> Commissioner Sur, with no discussion and it carried unanimously. Regular session <br /> reconvened at 10:37 a.m. <br /> Recess was called at 10:37 a.m. the meeting reconvened at 10:45 a.m. <br /> UNFINISHED BUSINESS <br /> • Selection process for the next Police Chief for the County of Hawaii: All four finalists <br /> came before the commission. Vice Chair Brown announced that the commission will do <br /> it a little differently from yesterday. He stated he will open up the questioning to his <br /> fellow commissioners as well. Some questions will be asked to individual candidates <br /> specifically and some will be asked similarly to yesterday's format, where the question <br /> will apply to every candidate. <br /> • Commissioner Toci had a question for Sherry Bird. She stated we received a Marriot <br /> Hotel receipt for your work at the Ironman and the cost was $1,953.00. Have you filed a <br /> gift disclosure with the Board of Ethics? <br /> ➢ Sherry Bird stated as far as that is concerned, she did not file a gift disclosure. <br /> She was operating as a commander of running the police side of those <br /> operations, that is not considered a gift.
