Hawaii Police Commission <br /> Special Meeting Minutes <br /> December 13, 2022 <br /> Page 7 <br /> know there was two race dates, but it encompassed all that time in between <br /> meetings, being readily available to respond on-site should a command <br /> decision need to be made. Pre-assessment of security threats for this event. <br /> We expected crowds, this includes spectators, athletes, and their families, etc. <br /> upwards of 20,000 people if not more. You can just imagine the planning that <br /> goes into it. We have athletes from across the world and you can imagine the <br /> threats that they have to be made aware of, we have to be consistently <br /> scanning for and being readily available to deploy our resources should <br /> something major have had happened and a command decision needed to be <br /> made on the spot. <br /> Commissioner Toci asked would that not be a comp room and a violation of <br /> General Order 300? <br /> Sherry Bird stated that she was operating in her official capacity. That was not <br /> a gift, it wasn't a gratuity, and it wasn't something that benefited any decision- <br /> making that she made in the process of acting as the Major of the Hawaii <br /> Police Department. <br /> Commissioner Toci asked because you reside in Kona, would that not have <br /> been ideal to go home, or drive home after the event or your allotted time <br /> there? <br /> Sherry Bird stated the race has times that it starts and ends but that doesn't <br /> mean that her work ends as a commander. What many don't know is that after <br /> hours, after the event is completed, after or even before the event has started <br /> there's still a lot of pre-planning, a lot of post-planning, and planning for the <br /> next event that has gone on. She needed to be able to be there to make those <br /> decisions, those plans, distribute those plans out, and all of that. <br /> Commissioner Toci asked the other candidates if they have ever violated any general <br /> order and if so, what happened and what was it. <br /> ➢ Benjamin Moszkowicz stated if he ever violated a policy or general order in the <br /> department, it was most likely inadvertently. He explained one particular time <br /> when he worked several days back to back and failed to call in sick for court, <br /> he missed court and he thinks he received written counseling as a result. He <br /> has been subject to several administrative investigations throughout his <br /> career, he thinks they probably all have. None of those investigations resulted <br /> in any findings of any type of sustained allegations. <br /> Commissioner Toci asked if any of those violations affect the community or <br /> other members of the community or other officers. Mr. Moszkowicz stated no, <br /> not to his knowledge. <br />
