yeah, page 3, the last page of that exhibit, Exhibit 3, page 3; and it’s the paragraph numbered <br />No. 1 near the top of the page. <br />LIM: Exhibit 3, page 3. <br />OKANEKU: Are you looking at the traffic study itself, on page 3? <br />RHO: Yes. <br />OKANEKU: Okay. <br />RHO: The topic is traffic and then it starts with “We reviewed the traffic <br />st <br />analysis report dated October 31.” <br />DARROW: I’m sorry, if I could interrupt for a minute. Steve, I think they’re <br />talking about the Public Work’s memo. That’s our Planning Department’s Exhibit 3, page 3, <br />as well as the Planning Department’s Exhibit 4 and 15. <br />OKANEKU: Okay, go ahead. <br />RHO: In No. 1, the first sentence says “The report does not evaluate the <br />facility Level of Service on Alii Drive in the project vicinity.” The second sentence reads <br />“The TIAR only evaluates the intersection LOS at Alii Drive and Queen Kalama Avenue.” <br />So is that a, in your mind anyway, a factual statement? <br />OKANEKU: Well, yes. This letter was written in review of a 2007 study that was <br />done last year. That was actually prepared prior to the concurrency standards that were <br />developed in the last year as well. So the update of the traffic study does satisfy the <br />concurrency standards as far as looking at Alii Drive, the Parkway, Kuakini Highway and <br />going, you know, to a 20-year timeframe. So -. <br />RHO: So if I actually read that section of the report or that report would it <br />give me an alpha listing or alpha category for Alii Drive, like A, B, C, D or E, or F? <br />OKANEKU: Yes. And the discussion does have it, yes. <br />RHO: And so can you tell me what that alpha would be? <br />OKANEKU: Okay. Let’s see, if you just want to focus on, I guess the p.m. peak <br />period is the critical period. I mean it’s a lot, traffic is a lot higher than the morning. Okay, <br />the existing level of service on Alii Drive during the p.m. peak is Level of Service D and will <br />continue to be Level of Service D pretty much throughout the analysis through all the <br />different timeframes, given Kahaluu Parkway being constructed. I did further analysis where <br />if Kahaluu Parkway, Kahaluu to Keauhou Park is not constructed the Alii Drive would <br />operate at Level of Service D up to the year 2020, at which point it would degrade to Level <br />of Service E, without the Parkway now, yeah. <br />EXHIBIT B <br />18 <br /> <br />
