RHO: Okay, then on, if you turn the page there’s another letter from that <br />st <br />same engineer dated April 21, still about traffic. And then the third, are you there? <br />OKANEKU: Yes. <br />RHO: And the third paragraph it reads “The report further assumes that” and <br />I’m not sure, maybe he’s referring to the old report or the new report, “The report further <br />assumes that proposed Laaloa Avenue Extension and Alii Highway will be completed by the <br />year 2016, and then most of the traffic will be coming to the development from Kuakini <br />Highway by way of Laaloa Avenue. However, the report also shows that Kuakini Highway <br />now has and will continue to have Level of Service ‘E’ by definition a ‘worse than the <br />acceptable level of service’ under the Hawaii County Code …..” Do you agree with that <br />statement? <br />OKANEKU: Yes. <br />RHO: So, this is not a question, so I’ll skip that. On Exhibit 4 it’s from John <br />Dawrs, Assistant Chief, Police Department; and in his letter paragraph 3, he writes “Staff <br />specifically recommends against any further rezoning in this area until such time as the <br />proposed Kahaluu-Keauhou Parkway has been completed and is open to traffic.” And his <br />letter talks about safety issues, etc., etc. So in general do you folks agree with his letter or do <br />you folks have problems with his letter? <br />WATANABE: Mr. Lim? <br />LIM: No, we don’t agree with the letter; and I think Mr. Okaneku was just <br />trying to answer your questions, you know. With respect to the last point, I think we agree <br />that Kuakini Highway is and will continue to be at Level of Service E; and that’s why we did <br />an updated report in this month; and you should have that in your file, too. It’s a May letter <br />from Mr. Okaneku that basically says he had analyzed the project traffic assuming that none <br />of the roads were built and that we would only be taking access off of Alii Drive. And that <br />would be resulting in traffic Level of Service D all the way through year 2020. <br />RHO: So, can I ask another question related to all of that. If the Alii <br />Parkway is completed, Alii Drive is as is, and Kuakini Highway is as is, will Kuakini still be <br />Level E? <br />OKANEKU: Yes. <br />RHO: Yes? <br />OKANEKU: Yes. It will operate as far as from a -. It will operate as it is operating <br />now with the growth. Now through, you know, the next 20 years with Kahaluu Parkway <br />pretty much will absorb the growth, traffic growth from Kuakini Drive. So -. <br />EXHIBIT B <br />19 <br /> <br />
